Tiraspol Against Joint Commemoration of War Heroes


At the February 22 regular meeting, the members of the Joint Control Commission (JCC) approved 14 reports of the Joint Military Command. Although the meeting seemed productive at the beginning, till the end, the JCC members faced the opposing opinions of the Transnistrian JCC delegation.

The Military Observers’ Guidelines approved through a previous JCC decision, caused conflict discussions. The Transnistrian delegation insisted again on the review of the proposals to the guidelines developed by the work group, for their original content had been lost.
As a reply, Ion Solonenco, JCC Deputy Chairperson on behalf of the Republic of Moldova pointed out that those intending to make the military observers’ guidelines non-functional may have something to hide. Speaking about the importance of this document, the Ukrainian representative within JCC claimed that, in this way, the parties would keep using the existing gaps to block the exit of military observers whenever they like. Thus, we will have a low monitoring system of the area, where everyone will do whatever he wants.

It is worth mentioning that, at the previous meeting, the Russian, Ukrainian and OSCE missions delegations within JCC submitted a demand to the conflict parties regarding the commemoration events on March 2. The members of the above delegations encouraged the participants in such commemoration events to be tolerant. See the full text of the demand below:

В марте 2012 г. исполняется 20 лет со времени трагических событий в Дубоссарском районе, повлекших гибель и страдания людей. В этой связи мы выражаем искренние соболезнования семьям, родственникам и близким погибших и с пониманием относимся к намерению людей почтить их память по сложившейся православной традиции.

Вместе с тем, учитывая события годичной давности в Коржево и испытывая озабоченность возможностью осложнения ситуации в Зоне безопасности в ходе предстоящих в марте с.г. траурных шествий, обращаемся к органам власти всех уровней обеих сторон конфликта на Днестре с предложением о проведении 2 марта 2012 г. совместных поминальных мероприятий в память о погибших (одним из которых могла бы, например, стать совместная заупокойная служба), заблаговременном информировании ОКК о местах и времени их проведения и призываем всех участников к толерантному отношению друг к другу.

Надеемся, что это послужит укреплению диалога и доверия между сторонами конфликта, а для нового поколения станет примером недопущения подобных трагедий в будущем.

This demand of the intermediaries and guarantees addressed to the conflict parties was rejected by the Transnistrian JCC delegation, claiming the document as intrusive and unethical. They said “we don’t unify what is impossible to unify”. Thus, they worsened the situation again adn aroused conflict and debates on the issue.

At the end of the meeting, the JCC Deputy Chairperson submitted to the participants in the JCC meeting a demand informing them about the encouragement by the Moldovan party of the Russian, Ukrainian and OSCE Mission delegation’s statement as of February 16, 2012. The official also pledged for countering such challenges, conflicts and maintaining order in the Security Area through the competencies of the Center-North Area Commander of the Security Area, group of observers, in common with the public order maintaining structures. Уважаемые сопредседатели и представители Украины и Миссии ОБСЕ в ОКК,
Молдавская делегация в ОКК доводит до Вашего сведения, что в контексте намеченных мемориальных мероприятий по павшим в вооруженном конфликте на Днестре в районе с. Коржова, поддерживает совместное обращение делегации России, представителей Украины и Миссии ОБСЕ в ОКК от 16 февраля с.г. к органам власти всех уровней обеих сторон конфликта о проведении 2 марта 2012 г. совместных поминальных мероприятий. Местные органы власти Дубэссарского района и с. Коржова готовы участвовать в их организации и проведении. Полагаем целесообразным проведение и траурных салютов с привлечением военнослужащих СМС.

В целях недопущения возможных провокаций и осложнения ситуации во время проведения указанных мероприятий на данном участке Зоны Безопасности, обращаемся к Вам с просьбой о содействии в обеспечении правопорядка 2 марта с.г. в с. Коржова полномочиями Военного коменданта Центрального и Северного участков Зоны Безопасности и группами военных наблюдателей СМС во взаимодействии с правоохранительными органами сторон.
