Debates and lack of solutions at JCB

CHISINAU, March 18, 2011 - The members of Joint Control Board met on Thursday, March 17, to discuss a few problems which they could not find any solutions to. The problem of the so-called Transnistrian border guards is considered trivial. They kept saying the problem is not JCB’s responsibility. The members of our delegation pledged for the fact Tiraspol system consolidated illegal checkpoints in the Security Zone, thus violating the 1992 and 1998 agreements, as well as JCB decisions. Thus, the so-called border guards seem to have peacekeeping forces under their direction and their orders make all their actions legal in the Security Zone. The members of our delegation proposed to submit a complaint to international experts not to admit any violations and undermine the peacekeeping operation. The OSCE representative within JCB specified the problem should be taken seriously and the board should examine the problem of checkpoints in term of demilitarization of the Security Zone.

During this meeting, the Transnistrian delegation kept dwelling on checking weapons and ammunition of Moldovan penitentiaries from Bender town. The representatives of Republic of Moldova constitutional structures said they agreed with that. Yet, they pledged for checking the Training Center from Bender too, which is an illegal military units placed in the region. The OSCE representative was happy to conclude our delegation was quite open about this problem. He hopes the Transnistrian delegation will do the same.

One more issue discussed during the meeting was the report on the illegal arrest of the mayor of Corjova village, Dubasari, Valeriu Mitul, and his local advisor, Iurie Cotofan. Transnistrian force structures have not released the seal of Corjova Mayoralty and the state flag yet, using them as evidence in a closed dossier. The members of our delegation stated the report covering the above event lacks data and it does not give an objective description of the situation. That means the report reveals the point of view of one single source, the detainees, witnesses, including the police commissar of Dubasari, were not interrogated. The warning of Republic of Moldova delegation about the inaccurate investigation dissatisfied Russian servicemen. The High Commander and the Chief of Staff “defended” military observers before examining the problem. The Russian party seems to react to any issue which they consider dangerous for Russian peacekeeping forces before examining the situation in depth.

The Transnistrian delegation kept dwelling on the fact Corjova village is a suburb of Dubasari town. To explain their position, our delegation submitted a demand to the other JCB members on this issue, as well as Republic of Moldova Parliament decision as of September 10, 1991 containing a few territorial changes. Обращение делегации Республики Молдова в ОКК

по вопросу обеспечения стабильности на Центральном участке Зоны Безопасности в районе н.п. Коржова, Дубэсарского района.

В целях восстановления стабильности на Центральном участке Зоны Безопасности, а также в связи с многочисленными инцидентами в районе н.п. Коржова, Дубэсарского района, делегация Республики Молдова информирует членов Объединённой Контрольной Комиссии, представителей Украины и Миссии ОБСЕ в ОКК, а также Объединённое военное командование Совместных Миротворческих Сил о следующем.

Согласно п.1 Постановления Парламента Республики Молдова о некоторых изменениях в административно–территориальном устройстве № 709-ХII от 10.09.1991 г. (прилагается), села Коржова и Махала, существовавшие ранее как отдельные административные единицы, были выделены из состава города Дубэсарь и включены в состав Дубэсарского района.

Пунктом 2 данного Постановления предусматривалось образование примэрии в селе Коржова, включив в ее состав и села Махала.

Согласно действующего законодательства были сформированы соответствующие органы местной администрации – село Коржова, Дубэсарского района имеет статус юридического лица, обладает собственностью и имеет право решать и управлять в соответствии с законом от своего имени и в интересах местного населения значительной частью административно–хозяйственной деятельности.

Необходимо отметить, что на момент принятия данного Постановления в состав Парламента Республики Молдова ХII-го созыва входили и депутаты представляющие районы левобережья Днестра.

В этой связи, призываем приднестровскую сторону воздержаться от подтасовывания фактов, а также проведения в дальнейшем несогласованных действий со стороны силовых структур в отношении граждан населенного пункта Коржова, Дубэсарского района Республики Молдова.

Также, обращаемся к участникам миротворческого процесса в повседневной деятельности строго руководствоваться действующим законодательством.

о некоторых изменениях в административно-территориальном устройстве

Парламент Республики Молдова постановляет:
1. Выделить села Коржова и Махала, существовавшие ранее как отдельные административные единицы, из состава города Дубэсарь, включив их в состав Дубэсарского района.

2. Образовать примэрию в селе Коржова, включив в ее состав село Махала. Соответствующие органы сформировать согласно действующему законодательству.
