The Republic of Moldova to Develop a National Plan for the Implementation of Resolution 1325



CHISINAU, October 27, 2016 — Within October 26-28, 2016, the Ministry of Defense, together with the US Institute for Inclusive Security (IIS) and Information and Documentation Centre on NATO (IDC NATO), is conducting a workshop aiming to develop the National Plan on implementing the UN Security Council Resolution 1325.

The event is attended by representatives of government institutions and civil society involved in the implementation of Resolution 1325. During the workshop, the participants will discuss the challenges of the Moldovan security and the role of women in the prevention and transformation process, as well as the tools used to put in practice the Resolution’s provisions in our country.

At the workshop, Deputy Defense Minister Gheorghe Galbura highlighted the importance of a national plan for the Resolution 1325 implementation and appreciated the initiative of each institution to develop such a document.

Deputy Minister Galbura said that the suggestion to have such a plan came from the NATO experts group who, in 2013, assessed Republic of Moldova’s progress in the implementation of the Individual Partnership Action Plan RM-NATO (IPAP).

Thus, the Ministry of Defense, together with the Ministry of Foreign Affairs and European Integration, included the Resolution 1325 in the documents of national policies and studied the best practices on implementing the Resolution 1325 from Sweden, Georgia, Estonia, Switzerland, Serbia, and Macedonia. These countries developed their own national action plans on implementing the Resolution. Subsequently, the Ministry of Defense started a process of crossinstitutional self-assessment of gender issue in the security and defense sector. This process involved the representatives of the Ministry of Internal Affairs, Ministry of Justice, Customs Service, Ministry of Defense, National Anticorruption Center, as well as of the NGOs — UN Women Mission to Moldova, OSCE Mission to Moldova, IDC on NATO in Moldova, and Gender-Centru.

The Resolution 1325 aims to integrate the gender issue in all the decision-making processes, especially in ensuring the peace and security sector, by extending women’s role and contribution within international peacekeeping operations, including their role as military observers, humanitarian staff, and civil police.
