NATO Assistance in Developing Strategic DocumentsCHISINAU, January 24, 2017 — A group of NATO experts is visiting the Ministry of Defense within January The NATO experts will meet with the members of the cross-institutional working group responsible for developing the Implementation Plan of the NDS RM. The working group consists of representatives of the Supreme Security Council, Government, central and local public authorities, civil society, and academic environment with responsibilities in the defense sector. The NATO experts will also meet with the specialists responsible for developing the MS RM in order to assess the document, especially the chapters concerning the principles and concepts of the Armed Forces use, as well as the security environment, threats and risks. The National Defense Strategy is a policy document that establishes how to accomplish the state institutions’ national defense goals. The document defines the strategic context of the security environment, describes the sector’s current situation by identifying the defense risks and threats and displays the strategic view and the defense policy goals, the means and resources necessary for their achievement. The Military Strategy is a document that refers to the Armed Forces’ development and assesses the security environment, the military risks, the military goals, the necessary capabilities and priorities to achieve these goals, the concept of Armed Forces use, the force categories’ tasks, the forces’ structure, training, and equipment, as well as the necessary resources in order to reach the document’s goals. The two documents are developed according to the provisions of the Defense Capacity Building Initiative (DCBI) which the Republic of Moldova joined at NATO Summit in Wales, in September 2014. Through this Initiative, NATO will provide assistance to Moldova in assessing its current defense capabilities and in determining the sectors that need to be developed. |
