Security Zone: Transparency Problems


CHISINAU, May 13, 2011 — The attempt of Republic of Moldova delegation to cover the transparency issue in the Security Zone during the Joint Control Board (JCB) meeting as of May 12 has failed again. JCB lacks veridical information about the weapon supply and the tasks of Transnistrian military structures in the peacekeeping forces’ area of responsibility.

According to Ion Solonenco, JCB Deputy Chairperson on behalf of Republic of Moldova, the problem has been discussed by our delegation many times given the fact Tiraspol authorities did not keep the promise to withdraw their military structures from the Security Zone in compliance with the 1992 agreement.

During the meeting, our delegation members stated military observers had often noticed armed Transnistrian servicemen in the area, as well as columns of military vehicles, including armored vehicles with Transnistrian military signs. There were also some cases of cantonments performed in the Security Zone noticed by the observers.

The JCB members reviewed two reports of the Joint Military Command. The first one was discussed at the previous meeting. The second one, referring to the consolidation of infrastructure of the so-called Transnistrian border guards, had not been discussed since 2009. Fortunately, this problem was finally settled after long discussions.

The JCB members discussed about the illegal opening of a checkpoint of the so-called Transnistrian border guards instead of a checkpoint of joint peacekeeping forces.

They also examined the assignment of Moris Dunan as OSCE observer in the area. At the end of the meeting, the members of our delegation disclosed a demand on opening a polling station in Corjova village, Dubasari, to allow local citizens vote during the local elections. в связи с предстоящими 5 июня 2011 года всеобщими местными выборами

Настоящим, доводим до вашего сведения, что Постановлением Парламента Республики Молдова № 51 от 31 марта 2011 г., на 5 июня 2011 г. назначено проведение всеобщих местных выборов. Соответствующим постановлением Центральной Избирательной Комиссии РМ было принято решение об открытии участка для голосования в н.п. Коржова, района Дубэсарь, находящегося в Зоне Безопасности, для обеспечения жителям данного населенного пункта конституционного права избирать и быть избранными.

В целях создания необходимых условий для свободного участия граждан в выборах и недопущения возможной конфронтации в зоне ответственности Совместных Миротворческих Сил, обращаемся с просьбой к делегациям и представителям в ОКК содействовать обеспечению правопорядка в период проведения выборов в н.п. Коржова полномочиями Военного коменданта Центрального и Северного участков Зоны Безопасности, группами военных наблюдателей, другими силами и средствами СМС, во взаимодействии с правоохранительными органами сторон.
