Tiraspol Digs Trenches in the Security Zone


CHISINAU, June 3, 2011 — The trench dug near Dorotcaia village caused disputers Thursday, June 2, during the Joint Control Board meeting.

The Transnistrian delegation states they are just repairing the road and the channel is meant for drainage system. According to experts, this channel has all the peculiarities of a trench (see the photo). This information was presented by the Moldovan military observers working in the Security Zone. They said some engineering works were performed next to Dorotcaia checkpoint. The Moldovan military observers insisted on including the trench in the Joint Military Command report, but the Russian and Transnistrian representatives refused to do that. According to the Moldovan Command of the Joint Peacekeeping Forces, by this refuse, they violate the Military Observers’ Guidelines requirements, where it is clearly stipulated military observers are obliged to check the Security Zone and report about the organization of some diggings, military and engineering works. The refuse to report about this case also violates the JCB decisions and the 1992 agreement. The Senior Military Commander on behalf of Republic of Moldova authorities insisted on sending a group of military observers to take photos with the trench under consideration, make all the necessary measurements and determine its meaning, but the Russian and Transnistrian senior commanders replied the trench was not dangerous. The latter also stood still when the mayor of Dorotcaia village mayor informed them the trench impeded citizens’ free circulation. 10 cows belonging to Dorotcaia citizens have got traumas because of this trench. According to experts, the trench could be used for military purpose. The representatives of the Russian Federation as a guarantee did not do anything to foreclose some possible conflicts in the Security Zone.

Another important issue discussed during the meeting was the future local elections in the Republic of Moldova villages and towns. The intention of the Central Election Board to open a polling station in Corjova village, Dubasari, aroused the revolt of the so-called public organizations and Kazak paramilitary forces from the Transnistrian region. Thus, protests were organized in the village with the approval of Tiraspol administration to impede elections. Our JCB delegation considers this decision as an attempt to arouse conflicts, which is a new challenge caused in the Security zone. Republic of Moldova delegation proved to be mature from the political point of view and filed a demand based on which the polling station for the local elections from Corjova changed to Cocieri. в связи с возможными провокационными акциями приднестровской стороны,

связанные с участием избирателей н.п.Коржова района Дубэсарь

во всеобщих местных выборах 5 июня 2011 года

Настоящим, сообщаем, что Постановлением № 241 от 27 мая 2011 г. Центральной Избирательной Комиссией Республики Молдова принято решение перенести голосование жителей н.п.Коржова, района Дубэсарь, на всеобщих местных выборах 5 июня с.г., на избирательный участок в с.Кочиерь, района Дубэсарь. Для организации участия граждан в выборах будут выделены транспортные средства.

По сообщениям приднестровских средств массовой информации, администрацией г.Дубоссары санкционировано проведение 5 июня с.г. общественными организациями казаков, женщин и ветеранов—участников событий 1992 года на территории н.п.Коржова и Республиканского Центра реабилитации инвалидов и ветеранов труда неких мероприятий, вплоть до полной изоляции и блокирования всеобщих выборов в местные органы власти, в том числе путем создания препятствий для передвижения граждан на избирательный участок в с.Кочиерь.

Информируя об изложенном, еще раз подтверждаем, что в н.п.Коржова не будет открыт избирательный участок, ввиду возможных провокаций. Одновременно, обращаемся с просьбой к делегациям и представителям в ОКК содействовать обеспечению правопорядка на данном участке Зоны Безопасности, в целях недопущения инцидентов в рамках запланированных приднестровской стороной мероприятий. Также, призываем обеспечить свободное передвижение жителей н.п.Коржова и пациентов Центра реабилитации для участия в выборах в с.Кочиерь, а мониторинг за развитием ситуации осуществить полномочиями Военного коменданта Центрального и Северного участков Зоны Безопасности, группами военных наблюдателей, во взаимодействии с представителями правоохранительных органов сторон.
