Vlad Filat: „The Ministry of Defense is a Functional Institution with Clear Goals of Modernization”



CHISINAU, July 15 — The leadership of the Ministry of Defense has made a strategic overview of the development of the National Army and entire national defense system. This approach speaks about the fact the institution is functional having clear goals of modernization and reform, Prime Minister Vlad Filat stated today, during the meeting of the Ministry’s of Defense Military Council.

The Head of the Cabinet of Ministers stated the Government would support all the projects and programs of modernization of the National Army, including the professional training sector. Vlad Filat pointed out the importance of the National Army staff engagement in UN- and OSCE-led peacekeeping operations, for “this is a good opportunity for the National Army and its staff to become modern and professional. Moreover, this will promote Republic of Moldova image as a state contributing to the establishment of an efficient system of regional, European or world security”.

As for the 2012 Ministry’s of Defense budget discussed during the meeting, Vlad Filat stated this contains all the required arguments, with detailed explanations for any figure highlighted in one or another chapter. “I would like to thank the Ministry’s of Defense leadership for the strategic approach to the development of the military budget project, due to which our talks today were effective. You’ve examined the topic both from the point of view of issues and perspectives”, the Prime Minister stated. The official pointed out the information presented today is a good data base for the further discussions about the sums of money necessary to be allocated for the military budget.

Vitalie Bucatari, Chief of Economical Financial Directorate, who presented the 2012 Budget of the Ministry of Defense, stated that the army needs nearly 450 million MDL for the institution to be functional and the technical equipment and facilities to be maintained. This is by 40 percent less than the real need.

According to Minister of Defense, Vitalie Marinuta, this sum of money will cover the of allowance to servicemen, for conveniences, equipment and food supply of staff, as well as the implementation of some advanced programs of professional training of staff, projects of development of the military institution. “As soon as the National Security Strategy is adopted, the Ministry of Defense will submit a set of documents to the Government, including the National Military Strategy, containing a few concrete aspects for the development and modernization of the defense sector, including financial”, Vitalie Marinuta said.

The meeting of the Ministry’s of Defense Military Council focuses on issues of human resource management in the National Army, as well as the military discipline.
