Fewer Border Guards in the Security Area


One of the longest meetings of the Joint Control Board held October 25, 2011 — February 16, 2012 finished on February 16. The event focused on one single issue — the situation in the central sector of the Security Area after the establishment of the so-called border guards checkpoints by Tiraspol administration next to Pohrebea village and Dubasari Water Power Plant.

After these events, the local citizens started protesting and such a situation could have caused a conflict. During the meeting, the Republic of Moldova JCB delegation tried to explain the fact the unilateral actions of the Transnistrian party may destabilize the situation in the Security Area, thus causing unpredictable consequences. The Moldovan participants also reminded the audience the so-called border guard checkpoints in the Security Area violate the 1992 agreements and the JCB decisions related to this issue.

According to Ion Solonenco, JCB Deputy Chairperson on behalf of Republic of Moldova, the fact the parties agreed about the issue is very good. Thus, they decided the police and militia checkpoints would take over the responsibilities of the two checkpoints. They also agreed the law enforcement structures (only those highlighted in the previous JCB decisions) would control over the Dubasari Water Power Plant. At the same time, the establishment of a peacekeeping checkpoint on the right side of the Water Power Plant was cancelled due to the arguments of the Republic of Moldova delegation members within JCB.

The parties also discussed about the eventual conflicts that may occur on the event of the 20th anniversary since the beginning of the Transnistrian conflict during the commemoration ceremonies. The JCB members expressed their deep sorrows to the families of war victims. They stated they would always support the victims’ families intending to remember them in compliance with all the Orthodox canons. In this way, the JCB members on behalf of the Russian Federation, Ukraine and OSCE issued a request to the leaders of all levels on both banks of the Dniester River to hold on March 2 a joint remember service of heroes dead in war. The local administration will inform the JCB beforehand about the place where such services are held. They expressed their hope that such kind of actions will be a first step to strengthen the dualogue and confidence between the two banks of the Dniester River and the future generations will realize the impact of such tragedies on people.
