Corruption Risks Assessment Completed at the Ministry of Defense

CHISINAU, January 21, 2015 — The working group comprising Ministry of Defense and National Anticorruption Center representatives completed the assessment of corruption risks within the entities of the Ministry of Defense: Facilities Department, Military municipal center Chisinau, and the Military-administrative units from Soldanesti, Nisporeni, Floresti.

The corruption risks assessment aimed to identify the institutional factors that encourage or could encourage corruption in the procurement sector, public property management, as well as within the enlistment procedure, record and documentation of citizens with military obligations.

During the assessment, the working group analyzed the normative acts and internal regulations regarding the activity of the institution’s units, questioned the employees, examined concrete cases of corruption committed by the institutionstaff, evaluated the community relations sector, etc.

As a result of the activity, the working group identified vulnerabilities and risks of corruption that could affect both the institutions’ integrity and the staff. Among the noticed problems can be mentioned the inadequate implementation of the normative framework in the procurement sector, gaps in the legal-organizational and internal/management control systems, noncompliance with the transparency principle in the procurement process, low awareness of the integrity aspect.

In order to diminish these issues, the working group developed an Integrity Plan (http://www.army.md/img/userfiles/anticoruptie/pl_integritate.pdf), a document of policies including concrete measures for corruption prevention within the institutions. The document also regards measures for improving the departments’ normative framework, making the legal-organizational and internal control systems more efficient, increasing the vigilance and awareness concerning the integrity, and the consolidation of community relations.

As a coordinator, the NAC actively participates in the corruption risks assessment in many Government institutions and presents recommendations for the entities that would diminish the risks of corruption.

Note: The methodology of corruption risks assessment in public institutions was approved by Government Decision no. 906 of July 28, 2009. The National Anticorruption Center has the mission to ensure the corruption risks assessment within public authorities and institutions through trainings and consultations, monitoring and analysis of data regarding the corruption risks assessment, as well as by coordinating the development and implementation of integrity plans.
