Civil Society Discusses the Program “Professional Army”



CHISINAU, May 10, 2018 — The Program “Professional Army 2018-2021” and the modern role of the National Army were the subjects discussed today during a round table organized by the Ministry of Defense, together with the Foreign Policy Association (FPA).

The event was held at the Center of Military History and Culture and was attended by General State Secretary of the Ministry of Defense, Radu Burduja, State Secretary for defense policy and international cooperation, Dumitru Minzarari, as well as representatives of non-governmental organizations — European Institute for Politics and Reforms (EIPR), Information and Documentation Centre on NATO (IDC on NATO), Institute for Development and Social Initiatives (IDIS Viitorul), Civil Association “Chernobyl Union from Moldova”, Promo-LEX Association, and Independent Think-Tank Expert-Grup.

According to the General State Secretary Radu Burduja, the round table is part of a series of actions organized in order to analyze and consult the public opinion on the Program “Professional Army”, a recently launched initiative aimed to develop and modernize the defense sector of the Republic of Moldova. “I appreciate the interest of the civil society and the sector’s experts towards the Program for the National Army’s professionalization. By expressing their opinions today, during the round table, they offer a significant contribution to the enhancement of the document and, respectively, to its adjustment to the current requirements of our country’s defense and security sector”, mentioned Radu Burduja.

State Secretary Dumitru Minzarari highlighted how important is the society’s position towards any initiative of modernization of the defense sector. “Considering that the Program ‘Professional Army’ is focused on optimizing and improving the quality of human resources, citizens’ working conditions, and creating a mobile army that is able to fulfill its missions at the highest level, we wished to discuss the pro and con arguments of this initiative with the independent civil society”, said Dumitru Minzarari.

Executive director of the Institute for Development and Social Initiatives “IDIS Viitorul”, Igor Munteanu, believes that the army needs the civil society’s opinions regarding its development actions.

“The Republic of Moldova must re-think its defense strategy and give society more opportunities to express their opinions on the optimization and modernization of this sector. This is why the involvement of the sector’s experts and representatives of independent think-tanks helps to improve it, because they have experience in making changes in the defense and security sector on regional and international level”, said Igor Munteanu.

The Program is part of the Moldovan Government’s efforts aiming to build and develop the National Army and includes the substitution of conscripts with service members, as well as important transformations related to the organization, provision with modern equipment, weapons, and combat vehicles, training, and the defense institution’s activity.
