The Parliament Approves the National Defense Strategy for 2018-2021



Chisinau, July 19, 2018 — The Parliament approved the National Defense Strategy and its Implementation Action Plan for 2018-2021 during today’s session. The Parliament’s Decision draft on this issue was supported by the majority of the attending MPs.

According to the authors, the National Defense Strategy is a policy document establishing the State institutions’ ways of acting in order to ensure the national defense. It also includes the consolidation, development, and modernization of the national defense system.

Thus, the strategic vision of the Republic of Moldova in the defense sector provides the development and implementation of a viable and efficient defense system that corresponds to the security challenges, is able to prevent, discourage, and counter possible aggressions, attacks, and subversive actions toward the sovereignty, independence, unity, and territorial integrity of the Republic of Moldova and/or toward its citizens’ security.

Among the threats and risks identified during the analysis of the strategic security environment at international, regional, and national level, the document lists the military potential in the Eastern districts of the Republic of Moldova, the use of informational propaganda tools, the attacks on the critical infrastructure of the Republic of Moldova, the cyber attacks, the illegal migration, the unlawful arms trafficking, the terrorist activity, etc.

The main directions of action described in the document include the development and consolidation of the military capabilities in order to efficiently conduct the constitutional mission of State defense, ensuring the functionality of the mobilization system, intensifying the parliamentary control within the reformation process, strategic communication, consolidating the national defense system in order to anticipate, prevent, and counteract the threats and risks toward State security, especially the hybrid ones, the enhancement of the national system of crisis situations management, etc.

The first chapter of the Strategy defines the strategic context, highlights the national values and interest, the relevant reference points of the security environment. There are also identified the defense risks and threats, as well as the factors having an impact on the defense policy. The second chapter presents the strategic vision, the defense policy’s general and specific objectives and the third chapter — the main and supporting directions of action aimed to develop and consolidate the capacities of the national defense system. The next chapter presents the financial, human, and material resources necessary for reaching the defense policy’s objectives and completing the directions of action. The following chapter includes the implementation stages and mechanisms, while the last chapter describes the aspects related to the monitoring, evaluation, and reporting regarding the achievement of the established objectives.

The National Defense Strategy and its Implementation Action Plan have been developed by a cross-departmental working group consisting of representatives of 23 authorities and institutions with responsibilities in the defense sector. The working group was created by the Committee for the development of the National Defense Strategy of the Republic of Moldova that was founded in 2016.
