Army Needs Reform



CHISINAU, June 14, 2011 — The reform and modernization of the National Army branches and the activity of military command have been discussed today at a meeting of the Ministry’s of Defense Board of Directors. The event was attended by the Interim President of the Republic of Moldova, Marian Lupu, Supreme Commander of the Armed Forces.

According to Marian Lupu, both the National Army and the entire defense system need reform. They need to be updated based on some well-established programs and strategies. “Today, we discuss some strategic issues that have a lot in common with the financial issue and other problems. At the last meeting of the Supreme Security Council, we have made all the necessary conclusions and set the required tasks. Now, we have to see what the financial resources will be as compared to the Gross Domestic Product or other formulas, because the steps we have to make to reform the army depend on the resources we have. The army needs reform and equipment”, the head of state specified.

Marian Lupu also stated that, by the end of this month, the Parliament will adopt the National Security Strategy, based on which other defense system documents will be developed and implemented.

The head of state asked the Ministry’s of Defense leadership to develop and submit for approval a set of social programs for military personnel, and mainly referring to housing issue. “We will support all the military development programs, military personnel social protection programs, for we want to have a mobile army, able to face any mission and fulfill any duty accepted by the Constitution”, Marian Lupu pointed out.

According to Minister of Defense Vitalie Marinuta, as soon as the National Security Strategy is approved by the Parliament, the National Military Strategy will be developed and applied as a key element in the military building, modernization and reform process of the National Army.

During the meeting, the participants also discussed about some programs of development of land, air and logistics commands, that are to be finished and submitted for approval by the end of this year. According to Vitalie Marinuta, such programs will encourage the establishment of a modern, well-supplied and professional military structure able to ensure military security of state at the highest possible level.
