Ministry of Defense in the process of transition to phase II a of the Defense Capacity Building Initiative Package of the Republic of Moldova



CHISINAU, May 25, 2020 - The Ministry of Defense continues to implement the Defense Capacity Building Initiative Package of the Republic of Moldova (DCBI), approved at the Meeting of Defense Ministers of NATO countries in June 2015.

Thus, according to the Minister of Defense, Alexandru Pinzari, at this moment, the defense institution is in the transition phase to Phase II of the DCBI, after the President of the Republic of Moldova, Supreme Commander of the Armed Forces, Igor Dodon, approved the Development Plan. Long-Term National Army 2020-2030, which marks the end of Phase I of the Package.

"The Ministry of Defense, together with other state institutions and international experts, will soon finalize the NATO Plan for the implementation of Phase II DCB for the Republic of Moldova, which involves assistance, including technical, provided to our country, based on the needs of defense identified on the basis of the long-term National Army Development Plan", said Alexandru Pinzari.

Minister Pinzari added that initially, the Plan will focus on the most important issues facing the national defense system and will include requests for assistance projects for the development of the strategic planning system, the human resources management system, professional development in the field of defense of military and civilian personnel, the creation of the defense resources management system, the development of the corps of sergeants and non-commissioned officers, the standardization of training and logistics, the development of peacekeeping capabilities and others.

"Although the NATO Plan for the implementation of Phase II for the Republic of Moldova has not yet been approved, the Minister of Defense has managed, together with the NATO Liaison Office in our country, to launch or submit for approval and funding a number of projects, including the creation of the Cyber Incident Response Center, the project in the field of military medicine or the one on the improvement of military education (DEEP) for the corps of sergeants", said Alexandru Pinzari.

The Minister of Defense specified that for the development of the institution, this document is a very important one. "The DCB package is a strategic document for the National Army, which contributes to the efficient functioning of the defense sector, but also to its transformation into a modern one, which should meet international standards. We will continue the cooperation with our partners involved in the realization of DCB, so that the objectives stipulated in the document will be achieved at the highest level", mentioned Minister Pinzari.

It should be noted that during the NATO Summit in Wales, held in September 2014, the Republic of Moldova was invited to join the Defense Capacity Building Initiative (DCBI). Subsequently, the DCB Package was developed and approved, which includes 2 phases. The first phase focused on the revision, modification or elaboration of the legislative and normative framework at strategic level on national defense planning, elaboration of strategic documents, evaluation of the structure of existing capabilities and other aspects.

Within the cooperation with NATO, the Republic of Moldova benefits from assistance through other initiatives and programs, such as: Strengthening Integrity, Implementing UN Resolution 1325 Women, Peace and Security, Military Training and Exercises.
